The Department of Rural Development was established in the year 1978-79 with main purpose to implement the centrally sponsored Scheme of Community Polytechnics. The department has primarily worked for effective implementation of the Scheme of Community Polytechnics and over the years it has emerged as a Resource Centre in the field of community development. The department played a pivotal role in launching the revamped Scheme of Community Development Through Polytechnics (CDTP) and facilitating its effective implementation in Northern Region since 2009.The major activities of the department are as follows:

- Liaisoning with MSDE, MoE, GoI, NITTTRs and State Directorates of Technical Education
In addition to these activities, the Department of Rural Development has successfully completed various projects at
national level for UNICEF, MHRD, MRD, NOS, EdCIL, Department of Science & Technology, CAPART,
S&T Council, Rajiv Gandhi National Drinking Water Mission, AICTE, etc.
Rural Development Department of the institute is also engaged in upgrading the technological products and dissemination of appropriate technologies in rural areas through the Polytechnics implementing
the Scheme of Community Development through Polytechnics.

To be a Centre of Excellence for promoting education, training, research and providing extension services in the area of rural development through effective implementation of Community Development Through Polytechnics Scheme and other Programmes of Govt. of India.
MISSION
- To organize education and training programmes in the area of rural development for the faculty and staff of technical education system and rural development organizations for upgradation of their knowledge and skills.
- To organize education and training programmes in the area of rural development, and sustainable developmentfor the students of Masters in Rural Development/Management, Rural Technology.
- To develop instructional materials in the area of rural development to increase the effectiveness of teaching-learning process.
- To provide extension and consultancy services to MSDE, MoE, DTEs, technical and higher education system organizations working for rural development and Unnat Bharat Abhiyan Project.
- To undertake research and development in the field of rural development.
- To extend services to MSDE, MoE and AICTE in formulating policies pertaining to rural and skill development

Conducted more than 300 staff development programmes in the field of Rural Planning and Development, Appropriate Technology, Rural Sanitation and Water Management, Ecology & Environment, Science & Technology for Rural Development, Rural Alternate Energy Sources, Employment Generation, Rural Entrepreneurship and Industrialisation, Bee-keeping and Mushroom Cultivation, Information Management and Networking etc.
Prepared competency based curricula for more than 80 non-formal skill development trades. History of Abilympics
The word 'Abilympics' is a combination of the words abilities and olympics. Abilympics are vocational skills and leisure & living skill competitions for persons with disabilities and provide a platform to enable them to showcase and enhance their talent. The contests include photography, computer programming, creating web pages, data processing, embroidery, dress making, tailoring, knitting, pottery, painting etc. The contests are judged purely on the professional ability and no concession is given for the severity of the disability.
International Abilympics, under the aegis of International Abilympic Federation and Rehabilitation International, are held once every four years. The first International Abilympics were held in Japan in 1981 to commemorate the United Nations International year of the Disabled. Subsequently, these were held in Colombia, Hong Kong, Australia, the Czech Republic, India, Japan and South Korea respectively. The focus of Abilympics is showcasing the abilities and not the disability of the person. It also provides an opportunity for exchange of knowledge and technology as well as foster international friendship amongst participants from different countries / regions.
Abilympics, which are vocational skills competitions, are different from Special Olympics and Paralympics which are games and sports competitions for persons with disabilities worldwide.
Abilympics in India
The history of Abilympics in India stretches as far back as the origins of Abilympics itself. It is a story rich with pride, determination, success, and incredible growth.
Dr. Uma Tuli had led a six-member Indian team to the First International Abilympics in Japan in 1981, and it was here that her dream to organise such an event in India came into being. In the 5th International Abilympics held in Prague, Czech Republic in 2000, a 14- member team from India won three gold medals, three bronze medals and a certificate of excellence. India's bid to host the 6th International Abilympics was also accepted. In order to plan and organize this international event and spread Abilympics movement in the country the National Abilympic Association of India (NAAI) was formed in May 2001, at the behest of the Ministries of Social Justice & Empowerment and Human Resource Development, Government of India. The main objectives of NAAI are to :

- Discover and nurture the talent of persons with disabilities and promote economic self-reliance.
- Sensitize and create awareness among government, the corporate sector and society at large about the productive skills of persons with disabilities.
- Ensure involvement of the government and the private sector to provide opportunities for enhancing the skill levels and employment of the disabled.
- Promote international friendship through exchange of knowledge and programmes.
- Encourage exchange of relevant and advanced technology to enhance abilities and skills of persons with disabilities.
